Johnstown Could Take Control of 3.9 Miles of I-25 Frontage Road

Johnstown could soon assume responsibility for nearly four miles of the east frontage road along Interstate 25, a move that would give the Town greater control over the roadway while also shifting future maintenance obligations from the state to Johnstown.

The Johnstown Town Council is scheduled to consider accepting approximately 3.9 miles of frontage road during its Monday, Aug. 17 meeting. The segment extends from Veterans Parkway — also known as Weld County Road 50 and Larimer County Road 14 — north to Ronald Reagan Boulevard, according to materials included in the Town’s Aug. 17 council agenda packet.

The roadway has been relinquished by the Colorado Department of Transportation, but Johnstown must formally accept it before the Town assumes ownership and responsibility.

If approved, Johnstown would take over several functions currently associated with the roadway, including access permitting, policing and traffic regulation. The transfer would also make the Town responsible for maintaining the frontage road in the future.

Town staff reported no immediate financial impact associated with accepting the roadway. However, the council materials acknowledge that future maintenance expenses would need to be considered as part of the Town’s responsibility for the road.

The proposed transfer comes as the I-25 corridor surrounding Johnstown continues to see transportation improvements and development. Taking ownership of the frontage road would give the Town direct authority over a roadway serving property along the east side of the interstate within the Johnstown area rather than leaving that authority with CDOT.

Council’s decision would concern ownership and responsibility for the existing roadway. The agenda materials do not identify an immediate construction project or specify new improvements that would result from the transfer.
