Johnstown Town Council approved Level 3 water restrictions Monday night, adopting a revised watering schedule that differs from the original proposal.
The restrictions take effect immediately and will remain in place through October 15.
Under the approved Level 3 rules:
- Even-numbered addresses, homeowners associations, and metro district common areas may water only on Monday and Thursday.
- Odd-numbered addresses may be watered only on Tuesday and Friday.
- No outdoor watering is allowed on Wednesday, Saturday, or Sunday.
Watering is only permitted between midnight and 10:00 a.m., and again between 6:00 p.m. and midnight.

Town officials said the tighter restrictions are necessary because of reduced 2026 water allocations and to ensure sufficient treated water remains available for essential uses and fire protection.
The approved resolution also includes several additional restrictions:
- No treated Town water may be used to wash sidewalks, driveways, patios, or other hard surfaces.
- Vehicles may only be washed on the property’s assigned watering day and only with a bucket or a hose equipped with an automatic shut-off nozzle.
- Newly planted grass requires a permit approved by the Town. The permit fee has been waived for 2026.
- Only non-potable water may be used for construction purposes.
The restrictions do not apply to commercial agriculture or to properties using non-potable water sources not connected to the Town’s treated municipal water system, such as the Bella Ridge Golf Course.
