Johnstown Could Move to Level 3 Water Restrictions Beginning April 20

Residents in Johnstown may soon face significantly stricter watering restrictions as the Town Council prepares to consider Resolution 2026-24 at its meeting Monday night.

The proposed resolution would move the Town from its current Level 2 conservation measures to Level 3 water conservation beginning April 20 and continuing through October 15.

According to the resolution, Town officials believe additional restrictions are necessary because of reduced water allocations for 2026 tied to the amount of water available through the Consolidated Home Supply Ditch & Reservoir Company.

Town leaders say the goal is to preserve enough treated water for essential needs, reduce waste, and ensure the Town can continue to provide adequate water for fire protection during the summer months.

If approved, the Level 3 restrictions would reduce outdoor watering to only two days per week:

  • Odd-numbered addresses may water only on Wednesdays and Saturdays.
  • Even-numbered addresses may water only on Thursdays and Sundays.
  • Homeowners associations and metropolitan districts may water common areas only on Thursdays and Sundays.
  • Town-owned parks may water only on Wednesdays and Saturdays.

Watering would also be limited to the following hours:

  • Midnight to 10:00 a.m.
  • 6:00 p.m. to midnight

No watering would be allowed during the middle of the day, when evaporation is highest.

The proposal would also ban the use of treated Town water for washing sidewalks, driveways, patios, and other hard surfaces. Vehicles could be washed only on a property’s designated watering day and only with a bucket or a hose with an automatic shut-off nozzle.

The proposed rules would also require a permit for any newly planted grass. The Town would waive the permit fee for 2026.

In addition, only non-potable water could be used for construction purposes.

The restrictions would not apply to commercial agriculture or properties using non-potable water sources that are not connected to the Town’s treated water system.

The measure is expected to be approved at Monday’s meeting of Johnstown Town Council. If passed, the new restrictions would take effect April 20.
