The Johnstown Town Council approved two agreements Monday, October 19, allowing U.S. Engineering to expand its planned operations at the Johnstown Commercial Center near Interstate 25 and Highway 60. The expansion adds approximately 12 acres of outdoor storage and parking to a previously planned 254,995-square-foot warehouse and metal fabrication facility.
Both agreements were approved as part of the Council’s consent agenda in a 5–0 vote. Councilmembers Jesse Molinar Jr. and Damien Berg were absent.
The approvals amend an existing water and sewer service agreement and the Johnstown Commercial Center Subdivision Development and Improvement Agreement. Together, the changes accommodate the expanded project while allowing development to proceed without immediately completing certain infrastructure improvements associated with Highway 60.
U.S. Engineering Expands Planned Development
According to the Town’s October 19 meeting packet, U.S. Engineering plans to purchase Lot 7 within the Johnstown Commercial Center Filing 2 subdivision. The approximately 12-acre parcel is located immediately north of the company’s existing project site.
The additional property will be used for outdoor storage and parking associated with the planned warehouse and metal fabrication facility.
The project also includes revised landscaping consisting of approximately 0.46 acres of spray-irrigated landscaping, 1.34 acres of drip-irrigated landscaping, and 3.83 acres of temporarily irrigated native grass.
The Town previously entered into a water and sewer service agreement for the facility in March 2026. The newly approved agreement replaces that arrangement to account for the additional development area and its water and sewer requirements.
Under the amended agreement, the developer is required to dedicate a total of 12.58 acre-feet of raw water to the Town to meet the project’s projected annual water demand.
Highway 60 Improvements Will Be Completed With Future Development
A separate amendment changes when certain infrastructure improvements must be completed within the Johnstown Commercial Center.
Under the original development agreement, additional development of the property would trigger improvements including an extension of Basher Drive to Highway 60, sanitary and storm sewer infrastructure, and a 12-inch water line extending toward Highway 60, crossing Interstate 25, and connecting to an existing water line at Daybreak Avenue.
The newly approved amendment exempts the U.S. Engineering expansion on Lot 7 from triggering those improvements.
This means the company can proceed with the additional parcel without constructing or providing financial guarantees for the specified Highway 60 improvements as a condition of developing that property.
However, the agreement does not eliminate those infrastructure obligations. The improvements remain required in connection with future development of the remaining portions of the Johnstown Commercial Center.
Town planning documents state that the change is intended to accommodate U.S. Engineering’s expansion while preserving infrastructure requirements for subsequent development.
What Happens Next
The agreements establish the framework for the expanded project, but the Town’s meeting materials distinguish these Council approvals from the administrative review of the revised site development plan and subdivision plat.
Those development approvals are handled separately through the Town’s planning process.
For Johnstown, the Council’s decision allows the proposed expansion to move forward without immediately triggering the larger Highway 60 infrastructure improvements, which remain tied to future development of the commercial center.
