— A proposed new car wash development in Johnstown is moving forward after receiving a recommendation of approval from town staff and review by the Planning & Zoning Commission. The project, known as Cannon Xpress Car Wash, is planned for a site within the Ledge Rock Center development area near Highway 60 and would include a roughly 6,000-square-foot drive-through facility on a 68,000-square-foot lot, along with vacuum stations, sidewalks, and landscaping.
Because the property is located within a Planned Unit Development (PUD) that does not specifically list car washes as an allowed use, the applicant is required to go through a “Use by Special Review” (USR) process. This process allows the Town of Johnstown to evaluate whether a proposed use is appropriate for a specific location based on a detailed, case-by-case review. As part of that review, the town considers factors such as traffic and parking impacts, noise and visual effects, compatibility with surrounding businesses, and the long-term impact on the area. According to town documents, staff conducted a full review of the proposal under the Land Use and Development Code and determined that it meets all required criteria. Findings indicate the project satisfies site development standards, aligns with the Town’s Comprehensive Plan for medium-density and commercial use along the Highway 60 corridor, and is considered compatible with surrounding properties. Staff also found that the development would not negatively impact long-range plans for the area and that no additional conditions or limitations on the duration of the use are necessary. Based on these findings, staff has formally recommended approval of the Use by Special Review application.
A required neighborhood meeting for the project was held on March 25, 2026, at the YMCA, though no members of the public attended, according to town records. With the Planning & Zoning Commission review complete, the proposal will now move forward to the Johnstown Town Council for final consideration and decision.
If approved, the Cannon Xpress Car Wash would add another commercial service along one of Johnstown’s primary growth corridors.
